Syria's Assad in firm control after a bloody year

BEIRUT (AP) ? As world leaders close ranks against Syrian leader Bashar Assad, the U.S. president summed up the popular wisdom during a recent White House press conference: "Ultimately, this dictator will fall."

That prediction may be premature.

Regime forces have retaken the major opposition strongholds, the rebels are low on money and guns, and the U.N. has ruled out any military intervention of the type that tipped the scales against Libya's Moammar Gadhafi. Relying on the scorched-earth tactics that have kept his family in power for more than 40 years, Assad is in no immediate danger of falling.

That does not mean the bloodshed is nearing an end. Syria's rebels are turning to guerrilla tactics, such as roadside bombs and ambushes, and terrorist groups like al-Qaida appear to be entering the fray and exploiting the chaos. Assad could hang on indefinitely while an already violent conflict metastasizes into an insurgency that lays waste to the country.

"The international community and the West have been standing by and watching Syria be torn apart," Syrian activist Fadi al-Yassin told The Associated Press on Thursday, speaking by satellite phone from the northern province of Idlib.

"In the end, we worry that there will be no state left for us to build on," he said.

The U.N. estimates that more than 8,000 people have been killed since the uprising began a year ago in a grim cycle of attack and reprisal.

In many ways, the successful ouster of four other leaders in the wave of Arab Spring uprisings contributed to an air of inevitability to Syria's conflict ? that the uprising must end, one way or another, with the leader's fall.

Some of the previous revolts were quick, like Egypt and Tunisia; others were long and bloody like Yemen and Libya.

But in every case, a despised dictator fell.

In most of those conflicts, however, there was an international willingness to get involved: President Barack Obama eventually withdrew support from his ally in Egypt, Hosni Mubarak; the U.S. became deeply involved in negotiations to extract Yemen's Ali Abdullah Saleh; and a U.N. Security Council vote led to NATO airstrikes that were key to Gadhafi's downfall.

And uprisings that seem unstoppable can turn out otherwise. With the help of troops from Saudi Arabia, the tiny Gulf nation of Bahrain successfully crushed last year's protests by its Shiite majority against its Sunni monarchy. In Iran, massive protests against President Mahmoud Ahmadinejad in 2009 appeared certain to force radical change. Instead, the Islamic leadership's crackdown all but wiped the opposition from the political radar.

While those two revolts were not nearly as violent as the one in Syria, they demonstrated that leaders can survive even as discontent continues.

There are no prospects for international action in Syria. NATO and the U.N. have all but ruled out foreign military intervention, in part out of fears that it would only make the country's problems worse, and the U.S. and its allies have shown little appetite for getting involved in another Arab nation in turmoil.

"Nobody is discussing military operations," U.N. Secretary-General Ban Ki-moon said Thursday in Malaysia.

Assad's regime has built up unmistakable momentum in recent weeks, driving the rebel Free Syrian Army out of strongholds in the central city of Homs, Idlib province in the north, and most recently Deir el-Zour, in the east.

On Tuesday, Syrian soldiers backed by tanks rolled from four sides into Deir el-Zour, which is about 100 kilometers (60 miles) from the Iraqi border, forcing the rebels to flee and take shelter in homes and apartments after a short gunbattle.

The firefight was decidedly less bloody than previous operations to oust rebels, such as the monthlong siege in Homs that devastated the Baba Amr neighborhood, killing hundreds of people and leaving much of the area in ruins.

Although the rebels insist they pulled out to spare civilians, they acknowledge they are low on weapons ? making a protracted fight all but impossible to win with the odds stacked as they are now. The loss of Deir el-Zour, in particular, was a blow because the city was the easiest conduit for weapons being smuggled in from Iraq.

Despite predictions by the Obama administration and others that the Syrian regime's days are numbered, Assad still commands a strong army that is unlikely to turn on him. The entire structure of the state has been built to preserve Assad's power. The military, the police and security services ? even the economy ? are tied up with the survival of his presidency.

Significant sectors of society also depend on Assad. The regime is dominated by the Alawite minority, an offshoot of Shiite Islam to which Assad belongs. The community is likely to stick by him, fearing the alternative is retaliation from the country's Sunni Muslims. Assad, and his father who ruled the country before him, reserved the top echelons of the military and political leadership for Alawites, which bred smoldering resentments.

Sunnis make up the majority of Syria's 22 million people, as well as the backbone of the opposition. Even as much of the opposition insists the movement is entirely secular, disturbing reports from the ground suggest religious tensions are boiling over.

The volatile sectarian divide makes civil war one of the most dire scenarios.

But another likely scenario is a grinding insurgent conflict in which the regime tries to impose control over as much territory as it can while rebels try to weaken it with a guerrilla war.

On Monday, Syrian rebels battled regime forces in a heavily protected, upscale area of Damascus in a sign that the opposition is increasingly turning to insurgent tactics. There also have been ambushes on government checkpoints, attacks on security forces and roadside bombs.

This week, Human Rights Watch accused some elements in Syria's armed opposition of carrying out serious abuses, including the kidnapping and torture of security forces, in a sign of the growing complexity of the uprising.

The increasingly militarized conflict is a far cry from the early days of the uprising, which began in March 2011 with mostly peaceful protests. Mindful that the government would respond to dissent with overwhelming force, many of the early protesters would chant "peaceful, peaceful" and carry olive branches.

As the government used tanks and snipers to break up rallies and rounded up suspected opponents, many Syrians abandoned peaceful methods.

Now there is the new threat that as the conflict drags on, Islamic extremists will enter the fray.

On Wednesday, an al-Qaida-inspired group called the Al-Nusra Front to Protect the Levant claimed responsibility for two recent suicide bombings in Damascus, which killed more than two dozen people. The statement's authenticity could not be independently confirmed.

"We tell the (Syrian) regime to stop the massacres against the Sunnis, otherwise, you will bear the sin of the Alawites," the Al-Nusra Front said. "What is coming is more bitter and painful, with God's will."

ROMNEY'S OBAMA ARGUMENT: An increasingly confident Mitt Romney called President Barack Obama an "economic lightweight" as he looked beyond Tuesday's Illinois primary to a general election showdown with the incumbent Democrat. Courting voters in Obama's home state, Romney acknowledged that the economy has been moving in the right direction with hundreds of thousands of jobs being created, the unemployment rate dropping and consumer confidence rising. However, Romney suggested that all the progress has been in spite of the president's policies. "The economy always comes back after a recession of course," the Republican front-runner said. "There's never been one that we didn't recover from. The problem is this one has been deeper than it needed to be and a slower recovery than it should have been." That line of argument could well be a preview of how Romney will counter Obama's contention that the economy has been getting better because of his efforts.

SANTORUM POINTS TO HEALTHCARE: Rick Santorum is keeping his focus on Mitt Romney as he campaigns in Illinois, arguing that nominating the former Massachusetts governor would deprive the GOP of a defining issue ? healthcare ? to use against President Barack Obama in the November election. The argument over how so-called Romneycare begat Obamacare is central to Santorum's criticism of Romney as the GOP nominee. While the former Pennsylvania senator has all but conceded that he cannot earn enough delegates to win the nomination, he says he's in the primary contest for the long haul because Romney is a weak front-runner. "He can't be the nominee because he would take away from the Republican Party in this crucial election, the most important in your lifetime, he would take away the central issue in this campaign," Santorum said while campaigning in Illinois. "He is uniquely disqualified to go and make the case against Obamacare because he developed the blueprint for Obamacare."

PASSION GAP: Mitt Romney may lead in delegates and Rick Santorum might have momentum, but neither of the two leading Republican presidential candidates is having an easy time exciting even his own voters. Out of a dozen states where voters in the GOP contest have been polled, most Romney voters have said they strongly favor him in just five of those states. A majority of Santorum voters felt that committed to him in only four of 11 states where he was on the ballot and voters were surveyed. When it comes to winning fervent devotion from his own supporters, both men trail former House Speaker Newt Gingrich and Texas Rep. Ron Paul. Republican operatives express concern about Romney and Santorum. They say the figures raise questions about how quickly the GOP will be able to end its drawn-out slugfest and begin generating voter enthusiasm for a nominee to challenge President Barack Obama in November.

OBAMA'S FUNDRAISING: February was a good month for President Barack Obama's 2012 fundraising effort, though not nearly as good as his February 2008 haul. Obama collected $45 million for his re-election bid last month, nearly twice as much as the $23 million per month he raised on average during the final three months of 2011 and more than the $29.1 million he raised in January. Still, that's far short of the $56 million he raised during the same period when he was seeking the Democratic nomination against Hillary Rodham Clinton. Obama campaign officials have implored supporters to donate money and get involved, pointing to Republican-leaning super PACs expected to raise hundreds of millions of dollars to defeat the president. The Republican Party take on Obama's fundraising? The president is "having a hard time convincing voters he deserves another term," says Kirsten Kukowski, a Republican National Committee spokeswoman.

NATO failed to investigate Libya civilian deaths: Amnesty

LONDON (Reuters) - NATO has failed to properly investigate or provide compensation for civilian deaths caused by its air strikes during the seven-month operation in Libya that helped bring about the overthrow of Muammar Gaddafi, Amnesty International said on Monday.

Echoing similar criticisms aired this month by Russia, Amnesty said scores of Libyans, who were not involved in the conflict, had been killed or injured in NATO bombings but there had been no proper investigations into their deaths.

"NATO officials repeatedly stressed their commitment to protecting civilians," Donatella Rovera, Senior Crisis Adviser at Amnesty, said in a statement.

"They cannot now brush aside the deaths of scores of civilians with some vague statement of regret without properly investigating these deadly incidents."

Inquiries should determine whether any civilian casualties resulted from a breach of international law, and if so, those responsible should be brought to justice, Amnesty said.

The NATO military mission, authorized by the United Nations Security Council, began on March 31 last year with the aim of protecting civilians under attack or threat of attack.

NATO forces carried out some 26,000 sorties including some 9,600 strike missions and destroyed about 5,900 targets before operations ended on October 31.

PRECAUTIONS

Investigators for the U.N. Human Rights Council concluded earlier this month that NATO had caused civilian deaths but had taken extensive precautions to ensure civilians were not killed.

Amnesty agreed NATO had made significant efforts to minimize the risk of civilian casualties, through precision bombing and warning where strikes would occur.

However, the rights group said that did not absolve NATO from carrying out investigations into any deaths, or making reparations to victims or families of those killed.

Survivors and victims' relatives interviewed by Amnesty said they had never even been contacted by NATO.

Amnesty said NATO itself had documented 55 cases of civilians, including 16 children and 14 women, being killed in air strikes in Tripoli, Zlitan, Majer, Sirte and Brega, often in private homes with no clear evidence of any military purpose.

Another 34 people, including eight children, were killed in three separate attacks on two houses in Majer with no explanation for why they were targeted, Amnesty said.

NATO's most recent response to Amnesty stated it "deeply regretted any harm" its air strikes had caused but said it no longer had a mandate to carry out any activities in Libya.

Two weeks ago, Russia criticized the U.N. investigators for failing to adequately probe civilian deaths caused by NATO during last year's uprising, saying children and journalists had been killed.

"In our view, during that (NATO) campaign many violations of the standard of international law and human rights were committed, including the most important right, the right to life," said Maria Khodynskaya-Golenishcheva, a diplomat at the Russian mission to the U.N. in Geneva.

Russia had criticized NATO action which it said should have been limited to protecting civilians and not helping the overthrow of Gaddafi.

Poll: Renaming PSU stadium for Paterno favored

STATE COLLEGE, Pa. (AP) ? A new poll released Friday shows Pennsylvania's registered voters favor renaming Penn State's football stadium in honor of longtime coach Joe Paterno, who died in January.

The Quinnipiac University survey found that 46 percent of those polled thought the school should rename Beaver Stadium, while 40 percent were opposed.

Beaver Stadium is named for James Beaver, a Pennsylvania governor of the late 19th century who served on the school's board of trustees.

Pollsters surveyed nearly 1,300 registered voters over six days earlier this month. The poll's margin of error was plus or minus 2.8 percentage points.

A movement has percolated for several years to rename the stadium for Paterno, who coached at the school for some six decades. Supporters have also suggested renaming the street leading to Beaver Stadium for him.

The Paterno family name already adorns the library and a spiritual life center on campus. The university has said it is working on plans to memorialize Paterno, who was a living symbol of Penn State before his death from lung cancer.

Paterno was fired by the board of trustees in November, following the arrest of his former longtime lieutenant, Jerry Sandusky, on child sexual abuse charges.

Paterno was not charged with any crime, and prosecutors said he was not considered a target, but he expressed regret about his own handling of the matter and trustees have attributed his dismissal to poor leadership after he was told by a graduate assistant of an alleged case of molestation.

Sandusky, 68, awaits trial in May on 52 charges that he abused 10 boys over 15 years. He remains confined to his home while he awaits trial, and has denied the allegations.

Apple touches record high as iPad 3 sales run hot

HONG KONG/SYDNEY (Reuters) - Apple's new iPad proved to be another hot-seller on Friday, with hundreds queuing at stores across Asia to be the first to get their hands on the 4G-ready tablet computer as the company's share price hit $600 for the first time.

As consumers lined up around city streets to buy the iPad, one firm that took the new device apart said Qualcomm, Broadcom, and Samsung Electronics had all held onto their prized roles as key parts suppliers.

David Tarasenko, a 34-year-old construction manager who was the first to pick up the iPad from a Telstra store at midnight in Sydney, said ever since Apple Chief Executive Tim Cook revealed the tablet's third iteration, he couldn't wait to get one.

"When Tim Cook announced it, it sounded like such a magical tool. I just got hyped into it, I guess," he said.

The new iPad is a progressive development of Apple's tablet, with a more powerful CPU and screen and better camera. It was not marketed as a revolutionary product like earlier versions, yet Apple devotees still snapped up the latest version.

"The iPad is already a pretty mature product and it's hard to revolutionize it any further," said Dickie Chang, an analyst with research firm IDC based in Hong Kong.

"It's slightly heavier than its predecessors and I think Asian consumers will be more concerned about that," he said.

"Going ahead, with Tim Cook at the helm now, I think he may have to come up with another product to mark his stamp. That could come in the form of launching a smaller iPad with a longer battery life, for instance."

Crowds were down on previous Apple launches, but there was still excitement as stores opened. "I've come from Russia to buy an iPad for my three-year-old son David," Oleg Konovalov, a newspaper salesman, told Reuters in Tokyo. "Everyone in Russia wants an iPad, but to buy it there I will have to wait several months." "This reminds me of the time 30 years ago when I waited 8 hours in the cold to see Lenin's Mausoleum." The buzz helped propel Apple shares to record highs in U.S. trade on Thursday, with Apple stock touching a high of $600.01 before easing back.

It peaked half an hour after the first iPad went on sale in Australia, extending the market worth of the world's most valuable company to almost $560 billion.

Only a month earlier, the stock price had crossed $500 for the first time. The stock has jumped 45 percent this year.

At Thursday's closing price of $585.56, the stock is far more expensive than the $499 starting price for a Wi-Fi iPad.

QUEUES AND SMUGGLERS

The new iPad goes on sale on Friday in 10 countries, including the United States, Canada, Singapore, France and Britain, with diehards lining up overnight in front of Apple stores in Munich, Paris, London, Singapore and Hong Kong.

"After this, well, I'll first of all open it up and check it's as beautiful as I thought. Then I'll get some sleep," said Shintaro Aizawa, 16, who waited 15 hours outside a Tokyo store.

Just across the border from Hong Kong in the Chinese city of Shenzhen, people keen to get their hands on the new iPad had to wait for the tablet to be smuggled into mainland China.

"We don't have iPad 3s yet, but some will arrive later in the day when the students deliver them to us. We'll have more supplies over this weekend," said a store operator in Shenzhen.

"Customs has become stricter, but if you take one at a time across the border, that's still pretty safe. At most they'll ask you to take it out of the box to prove that it's for self use."

Wall Street expects a strong start for the latest iPad and some analysts even expect sales of the current model to overtake the iPad 2. Apple will continue to sell the iPad 2 but dropped its price by $100 to start at $399.

Apple may sell 65.6 million iPads, according to an estimate by Canaccord Genuity analysts who also raised their target price on Apple stock to $710 from $665. So far, the company has sold 55 million iPads since it was launched in 2010.

Tablet sales are expected to increase to 326 million by 2015 with Apple largely dominating the market, according to research firm Gartner. The iPad competes with Samsung Electronic's Galaxy and Motorola's Xyboard, among others.

IMPROVEMENT NOT INNOVATION

The third-generation iPad is seen more as a collection of incremental improvements, such as a high-definition "retina" display and a better camera, rather than a major innovation.

Online reviews of the new iPad overwhelmingly praised Apple for its improved screen resolution.

"My epiphany came when I placed my iPad 2 next to the new model, with the same text on the screen. Letters and words that had seemed sharp on the older model five minutes earlier suddenly looked fuzzier," said one online reviewer.

The inner workings of the iPad are similar to previous models, based on a "teardown" by a tinkerer from California gadget-repair firm iFixit, who queued up in Australia to get one of the new tablets and quickly took it apart for a Web blog.

iFixit cofounder Luke Soules' pre-dawn teardown at a Melbourne computer shop found Apple suppliers Qualcomm, Broadcom and Samsung had maintained their key roles in the newest iPad.

The iPad includes a Qualcomm LTE cellphone chip and a Qualcomm wireless modem for 3G and 4G. Broadcom supplies a semiconductor handling wireless tasks like WiFi and Bluetooth, according to iFixit.

The iPad's new A5X application processor, with improved graphics horsepower, is based on energy-efficient technology licensed from Britain's ARM Holding and is manufactured by Qualcomm, as in past Apple devices.

Supplying parts for Apple's iPhones and iPads, the industry's gold standards, is considered a coup for chipmakers and other manufacturers.

Analysts recommend caution in drawing conclusions from the teardowns because Cupertino, California-based Apple sometimes uses more than one supplier for a part. What is found in one iPad may not be found in others.

Still, teardowns remain a key source of information for investors interested in betting on Apple's suppliers, and the appearance of unexpected chips can move stocks.

"There are a whole lot of hedge funds out there that like to shoot first and ask questions later," said Alex Gauna, an analyst at JMP who covers technology stocks.

iFixit said the iPad's display appears to be from Samsung.

A NAND flash memory chip, used to store media like music and video, is supplied by Toshiba. Japan's Elpida provides the DRAM chips.

The iPad teardown also revealed chips from Avago Technologies, Triquint Semiconductor and Fairchild. ($1 = 0.9499 Australian dollars)

San Diego, CA -- The American Diabetes Association recommends hemoglobin A1c (HbA1c) testing as one basis for identifying diabetes and prediabetes. Setting a specific HbA1c cutoff threshold for prediabetes, which could be used to determine eligibility for interventions to prevent progression to more serious type 2 diabetes, has generated much debate, with at least three different cutoffs recommended by different professional organizations. A new study led by the Centers for Disease Control and Prevention demonstrates that lowering the cutoff increases the health benefits of preventive interventions, although at higher cost. It concludes that a cutoff level of 5.7% would be cost-effective. The research is published in the April issue of the American Journal of Preventive Medicine.

"Large-scale implementation of evidence-based type 2 diabetes prevention initiatives depends on a clear and efficient strategy to identify individuals at high risk for type 2 diabetes and refer them for intervention. This is the first study to examine the population-level impact and cost effectiveness of using alternative HbA1c cutoffs to determine eligibility for type 2 diabetes preventive interventions," explains lead investigator Xiaohui Zhuo, PhD, from the Division of Diabetes Translation, Centers for Disease Control and Prevention.

The research team used a simulation model to examine the cost effectiveness associated with each progressive 0.1% decrease in the HbA1c cutoff from 6.4% to 5.5% (6.5% is currently the diagnostic cutoff for diabetes). The simulation used the data of nondiabetic American adults from the National Health and Nutritional Examination Survey (NHANES 1999-2006). People identified as having prediabetes were assumed to receive preventive intervention. The study looked at two different interventions: a high cost resource-intensive approach that would cost on average almost $1,000 per year, and a low cost intervention with an annual cost of $300 per year.

Researchers measured the cost per each quality-adjusted life year (QALY), a measure of the quality and quantity of life generated by a medical intervention, at each HbA1c cutoff for both interventions. They found that cutoffs of 5.7% and above were cost effective, based on the conventional $50,000/QALY cost-effectiveness benchmark. Further, the results suggested that the optimal cutoff may be lower if the cost of preventive interventions could be lowered without compromising effectiveness.

Leading clinical and policy-guiding organizations have recommended the HbA1c as an additional diagnostic tool. Its use will likely increase as a screening tool to identify those at high risk for type 2 diabetes. "Therefore, the economic implications of its use need to be well understood. This study will hopefully stimulate more research on the best strategy for optimizing benefits from type 2 diabetes prevention programs at minimum cost," says Dr. Zhuo.

GCC oil and gas reserves worth $65 trillion

(MENAFN - Arab News) The GCC's hydrocarbon reserves are estimated to be worth around $65 trillion at current export prices, based on new analysis from QNB Capital. This is almost a third of the $200 trillion value of world oil and gas reserves.

To put $65 trillion in context, it is equivalent to 47 times the GCC's estimated GDP in 2011, or 93 percent of global GDP. It is also 125 times the estimated $521 billion that the region's governments received in oil and gas revenue during 2011.

The rest of the MENA region has the next largest share of global hydrocarbon reserves (23 percent), particularly in Iraq and Iran, followed by Europe and Eurasia (16 percent), mainly Russia and Kazakhstan.

In volume terms, the GCC's 495 billion barrels of oil account for 36 percent of global oil reserves and its 42 trillion cubic meters of gas are 22 percent of global gas reserves.

Splitting down the total hydrocarbon reserves by country shows that Saudi Arabia represents almost half the GCC total, followed by the UAE, Kuwait and Qatar which each have around a sixth of the total. Qatar's share is worth about $9.5 trillion. Oman has only 1.2 percent of the regional total and Bahrain less than half that amount.

These estimates are only indicative as hydrocarbons prices are volatile and hard to predict given that they are influenced by a number of factors. These factors include world economic growth, geo-political risk, energy efficiency and technological advancements. If the lower hydrocarbon prices recorded in 2009, which can be seen as a worst case scenario, were used in QNB Capital's calculation, then the reserves would be worth (only) $42 trillion.

As gas prices vary considerably between countries, unlike oil prices, QNB Capital assumed a gas price of about US$7.5 per thousand cubic feet, an average of US, European and Asian pipeline and liquefied natural gas (LNG) import prices.

This is a reasonable estimate of what gas is currently worth to the main importing countries. At these prices, it would cost about $40 to purchase a volume of gas that produces the same amount of energy as a barrel of oil. Therefore, exported gas is worth just over a third of the oil price, which is estimated at $109 a barrel in 2011.

Job creation heralds stronger recovery

WASHINGTON (Reuters) - Employers added more than 200,000 workers to their payrolls for a third straight month in February, a sign the economy was strengthening and in less need of further monetary stimulus from the Federal Reserve.

Friday's Labor Department report, which showed nonfarm payrolls increased 227,000 last month, also bolstered President Barack Obama's chances for re-election.

The jobless rate held at a three-year low of 8.3 percent even as people flooded back into the labor force to hunt for work, and 61,000 more jobs were created in December and January than previously thought.

"The economy, while nowhere near fully healed, has enough momentum to move forward on its own and seems to be gaining strength," said Megan Ellis, an economist at John Hancock Financial Services in Boston. "For now, the Fed has little to do except sit, wait and hope."

Stocks on Wall Street closed higher on the data, while Treasury debt prices dipped as traders dialed down the prospects for more bond buying by the U.S. central bank.

The dollar rallied to a near 11-month high against the yen and was on track for a fifth straight weekly gain versus the Japanese currency, its best run in almost five years.

Fed Chairman Ben Bernanke last week described the jobs market as "far from normal" and said continued improvement would require stronger demand for U.S. goods and services.

Still, he suggested the outlook would have to deteriorate for the U.S. central bank, which meets next week, to launch another round of monetary easing to drive interest rates lower.

A Reuters poll of 18 of the 21 big Wall Street firms that deal directly with the Fed found that 14 expect the central bank will eventually decide the economy needs more help, although they scaled back expectations for how many bonds it would buy.

The labor force participation rate - the percentage of working-age Americans either with a job or looking for one - rose to 63.9 percent from 63.7 percent in January, suggesting Americans are growing more optimistic on job prospects.

The workforce increased by 476,000 people, the largest gain since April 2010. A broad measure of unemployment, which includes people who want to work but have stopped looking and those working only part time but who want more work, dropped to a three-year low of 14.9 percent.

Economists are perplexed at the relative strength of the jobs market, given still-sluggish economic growth.

Growth is expected to slow this quarter from the fourth quarter's 3 percent annual pace, with high gasoline prices curbing spending and a recession in Europe weighing on exports.

Consumer spending has been flat for three straight months, and a report on Friday showed the U.S. trade deficit hit its widest point in three years on high oil prices and record imports, leading some economists to scale back growth forecasts.

MANUFACTURING DELIVERS

Manufacturing registered another sturdy job-creating performance after scoring its biggest job gains in a year in January. There was also strong demand for temporary help, a potential harbinger of future permanent hiring.

The U.S. unemployment rate has dropped 0.8 percentage point since August, providing relief to Obama, who faces an election battle in which the economy is at center stage.

The economy would need to generate about 170,000 jobs per month to push the unemployment rate below 8 percent by the time voters go to the polls in November.

Speaking at a Rolls Royce factory in the electoral battleground state of Virginia, Obama said the data gave him "confidence there are better days ahead," and he vowed to support U.S. manufacturing in an appeal to the blue collar voters he needs to hold the White House.

"We can't go back to the same policies that got us into this mess. We can't go back to an economy that was weakened by outsourcing and bad debts and phony financial profits," Obama said. "We have got to have an economy that's built to last and that starts with American manufacturing." Republican presidential hopeful Mitt Romney said Obama had promised 37 months ago that he would push the jobless rate below 8 percent with a massive government stimulus program.

"It has not been below 8 percent since. This president has not succeeded. This president has failed and that's the reason we're going to get rid of him in 2012," he said at campaign event in Jackson, Mississippi.

GENUINE RECOVERY

While some parts of the jobs market have benefited from unseasonably warm winter weather, economists say a genuine improvement is under way, even though they expect a slight pullback in March.

Private companies again accounted for all the job gains in February, adding 233,000 positions. Government employment fell a modest 6,000, but it was the sixth straight monthly decline.

Manufacturers hired 31,000 new workers, with all the gains coming from hiring at factories that produce long-lasting goods.

Auto companies have increased production and are taking on new workers and adding shifts and overtime to meet pent-up demand. Output was disrupted early last year by the tsunami and earthquake in Japan.

Although hiring is picking up pace, wage gains are sluggish. Average hourly earnings rose just three cents in February. Over the past 12 months, they were up 1.9 percent - a figure that has changed little over the past year.

With gasoline prices up 49 cents since January, wages continue to lag inflation, which could pose a hurdle to increased consumer spending.

Outside of manufacturing, construction payrolls fell 13,000, the first decline in four months. Temporary employment rose by 45,200 in February after climbing 32,100 in January.

Although the labor market is gaining some muscle, the pace of improvement remains too slow to do much to absorb the 23.5 million Americans who are either out of work or underemployed.

The economy faces persistent long-term unemployment. In February, about 43 percent of the 12.8 million unemployed Americans had been out of work for more than six months.
